Clean air and silence are vanishing ideals. Pollution, and especially that resulting from transport is rising. Citizens and local NGOs are approaching J&E members for help in this area, and the legal, scientific and technical knowledge needed in to be effective is complicated.

J&E believes that, in new Member States, the problem of air pollution and environmental noise is underestimated. A lack of discussion on the effect on health and costs to community of exposure to air pollution and environmental noise means the issues do not receive the attention they need. National laws on air and noise pollution work at the expense of the affected public. NGOs need to participate in legal, scientific and public discussion and lobbying on both the national and international level.
