Representatives of environmental and human rights organizations that advocate for democratic public participation and access to justice have shared experiences and assessments of ongoing processes and hot challenges within the Action Time Forum. This year's edition of the annual BlueLink Forum was held on October 17, 2019 at the House of European Union in Sofia.

The forum included four thematic roundtables that bring together active civic participants in democratic processes to discuss and seek solutions related to:

  •   environmental assessments as a tool for civic participation;

  •   improved access of citizens to justice;

  •   overcoming the pressure and harassment on civic activists and civil society;

  •   identity and challenges to democratic civil society.


The event was attended by representatives of the Ministry of Environment and Water, For the Earth - Access to Justice, Access to Information Program, Justice and Environment, Bulgarian Helsinki Committee, Jewish Organization in Bulgaria Shalom, Foundation GLAS, Bulgarian Fund for Women, Directorate “Modernization of Administration” of the Council of Ministers, Bulgarian Center for Not-for-Profit Law, Association of European Journalists, Coalition for a Smoke-Free Life and other environmental and human rights organizations.


The Time for Action Forum 2019 was dedicated to the 30th anniversary of the events of 1989, which marked the end of the authoritarian regime and the beginning of a free pro-European civic democratic surge in Bulgaria and the countries of Eastern and Central Europe. The purpose of the event is to foster a shared vision among participants for effective civic participation in decision-making, access to justice, ensuring transparent and democratic governance, as well as for resisting various forms of pressure on democratic pro-European civil society.


The forum is part of BlueLink's partnership with the EU's Justice and Environment network of environmental lawyers.
